Across the Border: Opportunities from Texas to the Reformed Mexico Energy Markets

For the first time in its history, the Mexican power market has opened to both competition and foreign investment. Under the 2013 Mexican energy reform legislation, policies and targets are being drafted into rules and market manuals with the aim of modernizing and advancing the country’s energy system. How can US based energy and services companies export into the reformed Mexico market? What are the interconnect points for Natural Gas and Electricity from Texas to Mexico? How can you move power and natural gas to and from Texas and Mexico and take advantage of the potential opportunities?

Our speaker Barbara Clemenhagen is the Vice President of Market Intelligence for Customized Energy Solutions. Based in Austin, Barbara is an expert in regulatory advocacy and market design with a focus on the North American energy markets. She has experience with leading strategic initiatives for generators, power marketers and retailers to enhance competitive markets, including the design and establishment of markets and the introduction of new rules, structures, services and products. During her extensive career, she has taken on projects that range from strategic to operational and include strategy and business planning, market design, regulatory, project finance, acquisitions and divestitures. Her specialties include: commodity markets, market design, regulatory and administrative law, and project finance. During her tenure at Topaz Power, she served on the ERCOT Board of Directors representing the Independent Generator market segment. Barbara previously served on the ERCOT Technical Advisory Committee and chaired the ERCOT Wholesale Market Subcommittee for several years. From January 2009 to March 2013, she was the President of the Texas Competitive Power Advocates, a trade association representing the largest power generators, wholesale power marketers and retail electric providers in ERCOT.
