"To RMR or not to RMR: That is the Reliability Question"

On June 2, 2016, Electric Reliability Council of Texas, Inc. (ERCOT) executed a Standard Form Reliability Must-Run (RMR) Agreement with NRG Texas Power LLC (NRG).  The RMR Agreement requires NRG to make its Greens Bayou Unit 5 (RMR Unit) available to provide 371 MW of capacity for use upon request by ERCOT for all hours during the months of July 2016 through September 2016, June 2017 through September 2017 , and June 2018 – for a total duration of 25 months.  This was the first RMR Agreement under the nodal market and in over 6 years.  Further, on September 1, 2016, ERCOT made an initial determination that certain Calpine Corp. Generation Resources are needed to support ERCOT transmission system reliability – thereby, increasing the likelihood for additional RMR Units in the Houston area.  As such, the criteria for evaluating RMR service and the ultimate decision to procure an RMR Unit has triggered stakeholder discussions on the urgent need to change the current ERCOT Protocols.  It has further prompted the Public Utility Commission to open a PUC rulemaking project to consider possible changes to the RMR provisions in PUC Substantive Rule 25.502, Pricing Safeguards in Markets Operated by the Electric Reliability Council of Texas.
