"Operating Reserve Demand Curve: What Is It and What Does It Do?"

This presentation will explore the basic elements of the ORDC: The Value of Lost Load (VOLL); Minimum Contingency Level (MCL) and The Loss of Load Probability (LOLP). After discussing the elements of the ORDC, we will discuss how it is being implemented in the ERCOT real time market and how the revenues flow through settlement.

Our speaker Robert (Bob) Helton has more than 25 years of experience in the electric industry.He is responsible for developing regulatory/market design policy in support of IPR - GDF SUEZ's generation development and market activities within the Electric Reliability Council of Texas (ERCOT), including extensive participation in the Legislative, ERCOT stakeholder and Public Utility Commission of Texas (PUCT) processes for the development and modification of the ERCOT retail and wholesale market design and protocols. He has served as a member of the ERCOT Board of Directors, Technical Advisory Committee, chairman of the Wholesale Market Subcommittee and a board member of the Competitive Power Advocates Legislative Lobbying Consortium. Mr. Helton holds a bachelor of science degree in nuclear science from the University of Maryland at College Park.
